I hate init.qcom.post_boot.sh so replace it with init.qcom.power.rc
based on init.qcom.post_boot.sh and init.qti.dcvs.sh (CAF branch
"LA.UM.9.1.r1-09200-SMxxx0.0").

WALT, corectl and input boost tunings were removed.
